You will either need a whole other amp for the kick, or else you will be using, at the very least, one channel for the subs and the other for kicks. Of course splitting the amp channel duties will reduce the power available to your subs. You can't daisy chain the kicks off of the subs later, unless you work out some very non-ideal and expensive passive crossover network to split the frequency ranges and be able to handle a huge amount of watts.
Mini-Mad is rightly concerned about you wanting to throw 4kW at a small pile of subs. Your budget does not really indicate that you are using drivers that would be up for that kind of power. Also, you can not necessarily just trust the manufacturer specs to be spot on. Drivers will reach xmax or be compromised thermally at different power levels depending on what enclosure they are put into.

Oh okay, yeah I could just get anothe amp for the kicks and just get a smaller wattage as it would only be powering two bins.
The bass end would consist of
Cyclopse cbe-18 - 1200w
And two horns - 800w each
The top will be
MT-130 - 150w tweeter 300w mid
Cbh 12 (can't remember actal name) 500w sub
There will be 2 tops so the wattage is times 2 for what I wrote up there

Again...what drivers are you using? I have 1200w cubos according to the specs. They do 600wrms.

Ah shit, umm the ones for the horns are bad ekho ones I took them out of a subwoofer box I had.
The cyclopse was going to be an rcf L18S801

Ok so the subs are 700w drivers and thise ekhos....... you'll blow them in a New York minute with a real amp.
Ok i can see a good 3k amp needed on bass as 1500watt @4ohms means about 900watt @8ohm which is a small amount of head room for the subs. Which is ok.....
