Anyway, the 15-600LF seems to be within your budget as well. For that budget the 15-600LF seems your best bet.
It's a mystery for me were the extra 15 oz. of magnet went but let's assume it's either the above or somewhere else well spended.

the 600lf i saw had a lower x-max and EPB so i figured the 500 would be better? Is this right?

The Qts on the 15-500 is lower so one would aspect the magnet to be heavier but it's lighter. The BL on the 15-600LF is slightly higher but as the Qts is also higher and the winding depth is the same, a larger voice coil would be a possible explanation, as it would increase L in BL.
Another option would be a lower magnetization of the magnetic material though that wouldn't be very cost effective.
EBP is higher for the 15-500 but generally spoken, using a single parameter to determine the best driver isn't adviseable. That's why I list Fs, Qts, Vas and EBP, besides Xmax.
I have send an e-mail to Fane to hopefully sort it out once and for all.

If you look here www.freespeakerplans.com/cubo-15q.html just after the Cutsheet drawing there is a drawing of the panel and were to fit it.
Luckily Mr Cubo put this information in the Plans section.
Happy building.
